We can form relative clauses with whoever, whatever, whichever, wherever, and whenever.
  • Whoever painted this graffiti ought to clear it up.
(= the person who painted this graffiti - no matter who it is)
  • I'll spend my money on whatever I like.
(= the thing that I like - no matter what it is)
  • Wherever I choose for a picnic always turns out to be unsuitable.
(= the place that I choose - no matter where it is)

We cannot use who in this pattern.
  • (not who designed this building ought to be shot).
have to use a noun before the relative pronoun who.
  • the person who designed this building ought to be shot.
But we can use what. 
  • I'll spend my money on what I like.
