We can form
relative clauses with whoever, whatever, whichever, wherever, and whenever.
- Whoever painted this graffiti ought to clear it up.
(= the
person who painted this graffiti - no matter who it is)
- I'll spend my money on whatever I like.
(= the
thing that I like - no matter what it is)
- Wherever I choose for a picnic always turns out to be unsuitable.
(= the
place that I choose - no matter where it is)
We cannot
use who in this pattern.
- (not
who designed this building ought to be shot).
have
to use a noun before the relative pronoun who.
- the person who designed this building ought to be shot.
But
we can use what.
- I'll spend my money on what I like.
